837688 - Timezone settings: hardcoded "empty" in Region and City

Testing a developer phone, set it to Italian language and opened "Date & Time" section in Settings.

Both Region and City display an "empty" string that I can find on the current string repository.

I'm not sure this is a dupe of bug 831732
(I looked in the string repository, and can't find the string)

This happens for all locales on Unagi, on v1.0.1 RIL build performed for Testrun 5.1:

BuildID 20130225070200
Version 18.0

However, it's fixed on v1 train

Steps to repro:
* switch to any other language than English
* go to Settings
* go to Date and Time
* switch off the "set automatically" button
* Look under Region and City

Expected: 
* Region and City box is localized

Actual:
* Region and City box displays "Empty" in English (although the drop down list is localized once you enter it)

(not blocking but would consider uplift of a low-risk patch to v1.0.1)

I don't think that any bug with string changes can be considered low-risk for 1.0.1 at this point, tbh.

Ok so now it's the opposite :)
It's fixed on 1.0.1 and not localized on v1

Adding it as duplicate of bug 854056 (= " Localize v1-train independently of v1_0_1")
