User Story:
As an operator, I want to be able to send WAP Push messages - using either of the Service Indicator or Service Load Content Entities - to a subscriber using the Push Access Protocol over the SMS bearer such that I can send a notification to an end user which contains a link to other content.

Hi Kevin,
   This bug is different from the bug 744360 supporting the limited WAP push functions for MMS.
And the purpose of this bug is to have the WAP provision functions for operator.

In this description, it specifies that we only need to support SI and SL, but not WAP provision....:(.
Can someone provide the detail requirements for SI and SL? We need to know how many features to support? for example, do we just need to launch browser to handle the href link? Or we need to create another UX scenarios to display the context of SI or SL? do we need to pass the certification for SI and SL?, and so on?
