The non-package associated mozbase files in m-c are out of date. They
should be updated. The readme will be updated in
https://bugzilla.mozilla.org/show_bug.cgi?id=837870 but the rest
should be updated.
It is possible that the modern test-manifest.ini refers to packages
not yet in m-c. In this case, the bug becomes more complicated. We
can either mirror the additional packages just for testing or get the
test.py harness to somehow recognize not to run these tests
(suggestions welcome).

Works locally with (very) casual testing, although not much (if anything) should use these files
