You mentioned 20 and 19 as unaffected, so I take it, this is a regression?

Probably yes, I am currently on it. Will reply soon.
The regression window for this issue is: m-c: good build: 2013/01/29 bad build: 2013/01/30 possible push-log: http://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=0c45e6378f1f&tochange=677e87c11252 inbound: good build: 1359457731 bad build : 1359470211 possible push-log: http://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=0c45e6378f1f&tochange=d3a5e1de98b0
(In reply to Aaron Train [:aaronmt] from comment #4) > Oh. > > Bug 835241 Yep. So this is working "as designed". A forced reload will always drop the scroll position. The too features are mutually exclusive. Closing as WONTFIX unless we get a desire to backout bug 835241, but I think we had good reasons for landing the forced reload.
