UI to turn "preloader" on and off.

No matter what the default is during installation, there needs to be a UI to
turn this on or off.

- important to identify option as boot-time *preloader*. 
- probably want to disable this feature by default on machines with less than

is there a seperate bug for a taskbar icon? this icon is needed to indicate if
mozilla's turbo mode is running and gives the possibility to unload it
completely, to open a new window, a new mail windows, ...

How can this bug be a dupe of bug 85984 if this one is older? Reopening.

Also the other bug tries to deal with two separate issues (UI and systray) which
is rarely a good idea. Suggest to make other bug "systray" only.

Marking Again.....85984 was filed by a netscape employee and has a patch by a
netscape person therefore its a dupe thats just the way it works.
