Taras was able to get ANR reports from the server. Right now the perf team is redoing the chrome hang backend, and will look to incorporate ANR reports in the new backend.

In the mean time, we can turn on ANR reporting to start collecting reports, and we can pull reports manually if needed.

We also need to update the telemetry privacy notice to reflect ANR reporting. I will bring this up in the mobile meeting. This patch can land once we have new wording for the notice.

We've proposed to add "stability" to the telemetry opt-out notice for ANR reporting.

For example, the new notice for Nightly will be "Nightly sends information about performance, stability, hardware, usage and customizations back to Mozilla to help improve Nightly."
