840366 - Add SDK hotfix release 1.13.2 to Builder (and deactivate/disable 1.13.1)

We're going to be releasing another hotfix for SDK 1.13, hopefully sometime tomorrow. We'll need to get Builder updated to use the new 1.13.2 release as soon as possible after the final bits are pushed everywhere they're needed.

The changes are now on dev and ( after a web hook hiccup ) seem to work fine. I'd like to push to prod this afternoon. Again, once we've pushed we will also need to run this command to set the new version:

./manage.py add_core_lib addon-sdk-1.13.2 --useversion=1.13.2
