843054 - Setup re-purposed Leopard slaves

In bug 842629 we will be re-purposing the remaining Leopard slaves as Fedora 32 slaves.

Add them to puppet, to slavealloc, the graph servers and buildbot configs.

I deployed it by adding slaves 88 and 89 which were missing on the patch.

I have synced all of these slaves to puppet and I see them connected to the buildbot masters.
I will check later in the day (or tomorrow morning) what they're doing.

Getting these to sync with puppet is always such a dance.
All of them have taken at least a job.

I will check on Monday to make sure that we get a handful of job runs.
