intl.properties has intl.charsetmenu.mailedit. It's unclear why localizations should be able to edit the list, which is already all-encompassing by default.

We should remove this opportunity for localizations to introduce functional deviations.

I can't find intl.charsetmenu.mailedit in intl.properties, I assume this was removed at some point.
