Might be a regression from bug 842609. Speculative blocking.
Steps to reproduce:
i) Open a new tab, http://mozilla.com
ii) Rotate to landscape, open the tab tray
See screenshot
Expected: Two tabs in view (my about:home, and mozilla.com)
Actual: The first tab is off-screen.

Existing tabs should occupy the existing space and not be off-screen. It looks like I lost the tabs.
