84728 - Proxies: no radio button selected if all-proxy.js exists

(This problem would not occur if all-proxy.js was cleared/overwritten with each 
install, bug 73869)

STEPS:

Run installer anytime, with proxy install, so all-proxy.js is put into 
<$INSTALL>/defaults/pref

Create new profile (with existing or newer installation).
Open Preferences | Proxies.

OBSERVED BEHAVIOR:
None of the radio buttons is higlighted.

EXPECTED BEHAVIOR:
"Direct..." should be highlighted.

ANALYSIS:
Removal of all-proxy.js file and restarting of browser allows prefrences panel 
to display as expected. 

ACTION ITEM:
I don't know why some combination of user_pref and prefs values causes the 
radio buttons not to light correctly.

This does not happen anymore. Although there are problems w/ all-proxy.js, the
panel does not display UI incorrectly.
