Details

Every notification is currently acknowledged with a separate ack. If significant data is being consumed, try batching acks.
Does not block landing push.

We decided not to do this for Web Push on Desktop, and Fennec uses GCM. Closing for now; we can add batching if data usage becomes an issue.
