In Bug 849699 I mentioned 2 problems. One was a problem focusing the login fields and the other was a strange border that appears.  Bug 849699 is to fix the focusing on the login form.  

I'm posting this bug to fix the strange border.  
While doing a regression range I noticed that the border problem was always there.

Triage note: This is not a regression from any bug but is pretty sloppy looking.

Noticed this occurs on several other websites also, when you enter focus on either email or password text boxes, you will get borders around them. Example:

We should reconfirm now that bug 850422 has landed on mc (3-14, so 3-15 nightly).

Jim, I downloaded the latest version of Nightly and it seems like the issue has been resolved. Went through several websites and haven't noticed the boarder appearing when focusing on text boxes.

Used the following build:
