Even after all the fixes in bug 852413, test_image_layers intermittently fails. I haven't yet investigated this in depth, because it's intermittent, but for now I'm disabling the failure.

One thing that occurred to me: Will isMozAfterPaintPending be true if we're not actively listening to MozAfterPaint?

That's a good point, you might be right there. What the reftest harness does is wait for the MozAfterPaint event to be fired rather than using a setTimeout.
