Steps to reproduce:

- click send
- mail server either fails to respond or responds with an error
(This occurs commonly when a VPN is running and the mail server does not recognise your IP as valid)



Actual results:

- failure message comes up, eg. An error occurred sending mail: The mail server sent an incorrect greeting: Cannot connect to SMTP server 173.194.70.108 (173.194.70.108:25), connect error 10060.
- you can only click OK (why not retry?)
- message is placed in sent folder (message was _not_ sent)


Expected results:

Previous versions of Thunderbird (at least circa V10) would ask if I want to retry. Current version does not offer a retry.

The message failed, it was not sent, it should not be in the sent folder.

Possibly the message should be placed in the drafts folder, but by putting in in the sent folder the user may think the message has been sent - it has not been.
This is a known regression that sneaked in a couple of releases ago.
