Repro Steps:
1) Updated to Unagi Build ID: 20130313070202
2) From the "Home page" open the "Settings" menu
3) In the "Settings" change a language to Spanish
4) Open "Device Information" under Device menu
5) Slide down and open "Your Privacy" page
6) Click on Firefox OS Privacy Policy link
Expected:
Spanish Firefox OS Privacy Policy page opens
Actual:
English 404 page opens with a title:"Hmmm, we're having trouble finding that one".

Resolving as DUPE of bug 837219, there's no way this can work without en-US working at least.
Removing the l12y keyword, this would be a l12y bug if en-US policy would be working, and we had no way to direct to localized spanish content. Falling back to en-US content while the spanish content is in the works wouldn't be l12y either ;-)
The User is actually being directed to a Spanish 404 page "http://www.mozilla.org/es-ES/privacy/firefox-os/"
It does not appear to be entirely localized however.
