From Bugzilla Helper: User-Agent: Mozilla/5.0 (X11; U; Linux 2.4.5 i686; en-US; rv:0.9.1+) Gecko/20010612 BuildID: 2001061208 Scrollbars are broken (they're incompletly rendered) in the Modern theme when Edit -> Preferences -> Privacy & Security -> "Accept images that come from the originating server only" is selected. I don't see the problem in the Classic theme, but I'm guessing that's because they use the gtk scrollbars. Reproducible: Always Screenshots to demonstrate the problem in a moment.
I'm seeing this with a linux build from today using the modern theme.

ccing mstoltz and pavlov. we should allow loading of chrome images in any case.
FYI - The scrollbars are also broken when turning images off altogether. Of course ALT tags don't work yet, so there's really not a point in turning off images, but that's another issue.
Reproduced on Win98 User-Agent: Mozilla/5.0 (Windows; U; Win98; en-US; rv:0.9.1+) Gecko/20010613 Build: 2001061304 Both cases reproduced, and appearance is identical to images Travis provided. Probably should add "image blocking" to the description since that is the functionality & makes it easier to find...
