Scrollbars are broken (they're incompletly rendered) in the Modern theme when
Edit -> Preferences -> Privacy & Security -> "Accept images that come from the
originating server only" is selected.
I don't see the problem in the Classic theme, but I'm guessing that's because
they use the gtk scrollbars.
Reproducible: Always

I'm seeing this with a linux build from today using the modern theme.

FYI - The scrollbars are also broken when turning images off altogether. Of
course ALT tags don't work yet, so there's really not a point in turning off
images, but that's another issue.

Both cases reproduced, and appearance is identical to images Travis provided.
Probably should add "image blocking" to the description since that is the
functionality & makes it easier to find...
