I nominate this bug to be fixed in nsbeta1.
1. Launch the browser using the branch build that listed above here.
2. This occurs in both themes-modern and classic. Therefore, it
does not matter what theme you're using.
3. Make sure you select View > Show/Hide > Personal Toolbar and Navigation
Toolbar.
4. Type this url: http://www.aol.com
5. Drag that link on step#4 to the "Personal Toolbar".
6. Type different url: http://www.yahoo.com
7. Drag that link on step#6 to the "Personal Toolbar".
8. Type different url: http://www.powertv.com
9. Drag that link on step# 8 to the "personal Toolbar".
10 Continue use different url and drag to the personal toolbar. Make sure
use different url because there's bug if you continue use the same
url, it does not let you drag it.
11. After that, select Bookmarks > Manage Bookmarks...
12. Click on "Personal Toolbar Folder" and make sure you click on
"Delete" button.
There're two delete buttons. One is you select from Edit > Delete
or
The delete button is after the "Properties > Rename...
13. These two delete buttons do not work at all.
14. Notice you look at the personal toolbar, all the links are still there until
you exit and relaunch the browser again.
15. After you relaunch the browser, you see those links are gone. However,
you try like http://www.adobe.com and try to drag it to the
Personal toolbar, it would not let you drag it. There is a work-around
by selecting a new profile again and it would work.

Here are fewer steps to reproduce this:
1) Start mozilla with a fresh profile.
2) Enter Manage Bookmarks.
3) Delete the folder Personal Toolbar Folder
Result: The Personal Toolbar still displays the removed items until you restart
mozilla.

I suspect this is related to, if not an underlying duplicate of, bug 56406.

This bug has had no comments in over a year, during which a bookmarks rewrite
has landed. I can't reproduce the bug using the original steps. Resolution?
