When the JavaScript console is the active window or the only window open, none of the "global" menu commands are available by mouse or keyboard, including New, Open, Quit, Preferences, and Manage Bookmarks. In the case where the console is the only open window, and keyboard equivalents aren't working and the File menu is virtually empty, users aren't likely to realize they can use the Tasks menu to get going again. Maybe there should be a list of menus and commands that are always available regardless of the open window, because this bug occurs with other windows as well (History, for example).
