858031 - qimportbz adds an additional newline to the end of imported patches

1) Import patch from bug 853635
2) Compare original file to patch in bug

Expected:
End of file identical.

Actual:
An additional newline has been appended.

Sounds trivial, but unfortunately breaks TortoiseHg (have filed a bug there to make their parser handle spurious newlines properly.
