1. Title : [Notification] Download button is inactive when displayed 2nd time after all items unchecked.
2. Precondition : Have an update notification.
3. Tester's Action :
                   1) Expand the notification panel and notice the download button is active.
                   2) Uncheck the update item and notice the download button is inactive.
                   3) Press Home.
                   4) Go back to the notification panel.
                   5) Notice the update item is checked but the download button is inactive.

4. Detailed Symptom (ENG.) : The download button is inactive when there is an item selected.
