We use carrier billing as the primary way to pay for apps in countries which support it. However, there may be many reasons why carrier billing may fail. Instead of just saying "Payment failed. Try again..", we should prompt the user to complete purchase using a Credit card.
David, is this something we need?  If so, it sounds like it may involve bango.

I think we should cover this in bug 882321. If we are sending the payment method through to Bango, we could do this. Example: do a payment using "carrier billing or credit card"... carrier billing failed, lets try it again using "credit card" only.
