Internet search prefs do not 'stick' on first run

I've noticed this with various builds from the last month or so.
To reproduce:
In prefs, set search engine to 'google'.
Enter some text in the URL bar.
Press 'search' button.
Actual results: taken to Netscape search.
Expected results: taken to google search.
Another problem which may be related, is that the autocomplete only offers
Netscape search, not google search.
OK, I just checked my prefs, and they had changed back to 'Netscape Search'.
However, I'd set up google on the first run of mozilla after downloading it, so
somehow it'd changed back.
So here are the new steps:
- Do a fresh install of mozilla.
- Set search engine to google, open my sidebar unchecked.
- Close prefs, exit mozilla.
Results: when mozilla is restarted, search engine has reverted to Netscape search.
Severity: major → normal
