Details

The mail/newsgroup "mark all items read" action freezes all windows until
whatever processing being done is finished.  Can't change window focus or
switch to another CDE virtual display.  Cursor moves okay.  Nothing in the
X-server error log.  I expect the X-server is too busy doing something to
respond to the window manager.

If there are several hundred messages to mark "read" this can freeze the
display for 10 to 20 seconds.

I think there is a bug logged about this particular function being slow.
I think you're referring to bug 67134, which is different than this bug.  I'll
have to check this out.
