Layers should be as easy to understand as possible, and to that end we need good inline code documentation.

This means: 
 - defining good documentation guidelines
 - identifying parts of the code that lack documentation
 - identifying parts of the code that have documentation but it is not complete or understandable enough
 - updating documentation for these parts of the code
