+++ This bug was initially created as a clone of Bug #825110 +++

When WebRTC lands in B2G initially, it should likely land with the pref to enable content to use it set to off (disabled).

See all.js (media.navigator.enabled and media.peerconnection.enabled) and also the equivalent Android bug
