86399 - attachment name is changing when using "edit as new"

To reproduce:
1. Compose a new message
2. Press Attach web page
3. Enter "abc" and press Ok
4. Press Save
5. Press Ok to the error about not being able to include "abc"
6. Go to the Drafts folder and select the saved mail
7. Notice that the attachment name is "abc.html"
8. Press "Edit Draft..."
7. The attachment name changed to "abc-3.html"

With trunk build 20011119 on windows and following the steps we  don't save the
attachment with the draft anymore.  This may have been a bug with the build when
reported, however I don't see it now.  Can the reporter try this again with a
current build to see if is still happens on their system.  Since the description
mentions Edit as New, I tried the same scenario mentioned above but instead of
clicking on Edit Draft I selected Edit Message as New from the menu and did not
see the attachment listed.  I sent these edited messages and did not see the
attachment listed when the message was received.  Waiting for reporters repsonse
