Notes: This came out of an interoperability testing round for certification in Columbia and Venezuela markets, and is important for certification.
Steps to Reproduce:
1. Go to "Menu"
2. Select "Settings" -> "Call Settings"
3. Select "Forward when busy". Note that the default number is the same as that of SIM card, which, in the case of Movistar, makes the setting kind of stupid.
4. Try set up another number for call forwarding
Expected:
It's possible to enable the "forward when busy" option.
Actual Result:
It's not possible to enable the "forward when busy" option.

The carrier might not enable/disable forwarding calls when busy, no reply and not reachable. That is the case for Movistar (Telefónica). We need to show an alert to the user in case of the user tries to enable/disable this call settings. This is already done and landed in bug 823508.

In bug 823508 we show an alert if the user tries to enable/disable forwarding calls for no reply, busy, and not reachable reason and the carrier doesn't allow it. More or less this bug is a dup. I leave the decision up to you ;).
