867247 - Create base styles for redesigned operator-shelf categories

Per bug 858627 comment c36 there are some special casing to the operator-shelf categories:

> • Reversing the order of "All Categories" and "Operator Shelf" within the Category Drop-down (All Categories should appear first).
> • Removing the "Popular" and "New" tabs from the Operator Shelf list view.

Let's do that.

Popular and New should be hidden for operator shelves not because they're operator shelves but because there's a limit of 18 apps. If we can fit all the apps into the first page (which we should because 18 is less than one page from the API), then we should hide the sort options anyway, since why would you sort when you can see all of them.

As for the All Categories order, that'll be addressed by my categories tweaks in the coming hours.
