867633 - Consolidate lock icon and forward button animations in toolbar

Right now, we often see things moving around in a kinda glitchy way. We need to formalize the expected behaviour a bit more for each case. e.g. forward button showing up at the same time than lock icon, title changes, etc.

As I mentioned in IRC, in order to make this work, we'll need to remember the state of pages in session history so we can instantly show the lock, rather than reanimating it.

We should make sure we keep the lock animation when going to a new page, though.
