Similar to Bug 867730 , but regression range different

Steps To Reproduce:
1. Enable Click to Play for Flash player
2. Open URL
3. Open menu(top black part of page) and choose a menuitem by mouse

Actual Results:
Pulldown menu closes immediately when I move mouse pointer to the pull down menu

Expected Results:
Pulldown should not close

As posted in bug 867730, comment 2, i don't think we will address those cases:
