steps to reproduce:
1. From https://marketplace-altdev.allizom.org/settings, change your region to Spain and save changes
2. Go to homepage and notice the footer
3. Pretend that you are a user returning to the site after a month and wonder why
"Spain" is listed in the footer
Let's make it more clear to the user that the footer shows the region selected by them from Account settings
I am thinking justing appending "Current region:" before or showing the country flag may make it better.

We're also missing a few flag icons. So to whoever fixes this bug: add new flags.

This updates the footer when the region changes. I'll let someone else add the icons and I'll let UX decide about prepending text.
