Wallpaper picker seems to have regressed, and no longer can be selected.  Two repro paths:

logcat:
05-07 09:28:00.408: E/GeckoConsole(432): Content JS WARN at app://settings.gaiamobile.org/js/wallpaper.js:63 in onPickError: pick failed!


REpro:
1) install Inari Nightly 1.0.1 build

Version 18.0

Two paths:
2a) long tapping home screen won't fire up the context window for wallpaper picker
2b) settings > display > choose wallpaper, doesnt fire up wallpaper picker

3) Verify no wallpaper picker fired

Expected:
- wallpaper picker is opened

Actual:
- wallpaper picker isnt loaded
Talked with tchung about this - looks like the activity picker is hosed.
