Firefox Mobile 21 RC / Nightly 23.0a1 2013-05-07
Samsung Galaxy Tab 2 (Android 4.1) / Samsung Galaxy Nexus (Android 4.1)

Steps to reproduce:
1) Install the flash library from http://d-h.st/x4v if needed
2) Go to intel.com/museumofme and start the youtube video
3) Tap the fullscreen button of the youtube player
4) While in fullscreen try to interact with the youtube player controls

Expected results:
The user can interact with the controls

Actual results:
The youtube video controls are not displyed at all

Notes:
The issue is not reproducible on the stock Android Browser on the Samsung Galaxy Tab 2
I don't recommend downloading and installing Flash from a third-party download hosting web-site; but rather right from a trusted source such as Adobe. See [1].

Since adobe/google does not have an official flash player for JB as far as I know this is the only solution to get flash on JB devices.

The same package can be installed on Android 4.1+.
The same issue is reproducible after uninstalling the 3rd party apk and installing Flash Player 11.1 for Android 4.0 from the Adobe website you provided. Futhermore the Flash content seems to be displayed upside-down until repaint. I'll log a separate issue for that if I can't find it already logged.

Sounds like bug 863498.
Found Bug 786996. It seems to be an older issue.
Firefox 20 is affected.
Summary: The controls are not displayed in fullscreen for embeded youtube videos on JB → Flash video controls are not displayed in full-screen
Firefox browser for android ver 22 & and Firefox beta for android ver 23 also affected with same symptoms.
Confirmed in Firefox beta for android ver 24
Summary: The controls are not displayed in fullscreen for embedded flash videos on JB → Flash video controls are not displayed in full-screen. Not just youtube embeded flash videos affected.
Same issue confirmed in Firefox for android ver 25. Now also on my new Galaxy Note 3. Native browser does not support flash anymore after Android 4.3. Controls show up in flash videos in full screen in a competitors browser (named after and aquatic mammal).

Come on Mozilla get your finger out. Not having full flash support is gona cost take up of the browser from people wanting this, now the native android browser does not support flash anymore....

Flash is going away (bug 1381916), so there's no point in pursuing this further.
