Start browser,
(do not enter location bar) and open any page
from bookmarks/home page:
arrow keys up/down do not scroll the document
although clicking into page content or scrollbar
(mouse scrolling is OK)
if you enter location bar, problem turns OK.

Works okay for me with Build 2001062204 on Windows 95. This sounds like a bug
that was fixed very recently. Reporter, what build are you using?
Confirmed on Win98 running win32 build 2001062206:
After opening any page from bookmark menu, the focus (the caret) is located on
the URL bar. When I press down arrow key, without doubt the autocomplete is
pulled down. In other words, you have to click on the content area once before
you can scroll the page with keyboard.
One instance of the many many keyboard focus problem. (Do you take it as a
*feature* or *bug*, fellas??)

I have tried 2001062420 and problem is NOT solved.
But now clicking into page content brings arrow keys to work.

I think this is a duplicate of bug 62765, "Selecting url from menu/toolbar
doesn't set focus to content area". rpolach, were you able to scroll the page
you were at immediately before using the bookmark?
