As an operator I expect the device to be able to find a file in the SIM (EF CBMID) and, if there are channels listed in this SIM, automatically configure the channels.
These channels should be configured in addition to the operator configured channels as part of customization.
If this file (EF CBMID) does not exist the operator defined channels and languages should take preference.

Gecko has already supports CBMI and CBMIR. We still has to clarify how and what to do to support CBMID. Based on prior experience, SMS download is directly handled by modem, and I expect CBMID works the same.

For clarify, CBMID is for Data Download via SMS-CB only. Gecko now reads CBMI (individual channels) and CBMIR (channel ranges). All CBMI/CBMIR/CBMID don't contain information for language selection, but LI (Language Indication) does. See bug 874844.
