Description:
While going through the First Time User pages, the second page (Cellular & Data) is skipped.

Repro Steps:
1) Flash to Buri Build ID: 20130528070209
2) When the first FTU page appears, select a language and tap Next.
3) Observe the page that appears.

Actual:
The Wi-Fi page loads, skipping the Cellular & Data page.

Expected:
The Cellular & Data page loads.

Environmental Variables:
Occurs on the Buri 1.1 Mozilla RIL device.

Did you try the STR with a sim card in it ? :doliver passed on information saying this experience  is expected if you are trying it without the sim.

there is a bug that device does not recognize SIM, i believe it is explaining  the behavior described in this bug

Yes, the SIM was present in the devices that were tested.  

However, we believe that this bug is now a symptom instead of a standalone bug.
