Master tracking bug for border routers.

Maintenance plan:

New version of JUNOS will be copied to each device prior to maintenance start.
At start of the window routing will be disabled on 1 of the 2 borders.
Once ready upgrade process will commence.
Once complete routing will be reactivated.
After verification of stability rinse and repeat with parity border. 

Rollback plan:  Should an upgrade fail in a non-fatal way the OS will be rolled back to previous operating version which is stored on an alternate partition.
