We need to add a control to settings to turn off (mute) the boot and shutdown sounds. This should be placed in settings > sound > other sounds, beneath the "unlock screen" sound settings.

I want to lower down all the boot/shutdown/unlock sound to 50% of current volume,
how do you think?

The sound should be linked to the master volume of the device. So if the user has master volume set to very loud, it the boot and shut down should reflect that.

I don't think so.
Current volume adjust strategy is little strange.
See bug 866036.

No matter the boot sound is in normal/content channel or notification channel, the user won't know "he should go to the homescreen or he should open an app" to adjust the volume by volume rocker.
