rstrong asked me what our plan was for a Safe Mode in Firefox Metro, and I said I don't think we have one. I personally think it's out of scope for v1 but support may find it useful so I'm posting this for Asa to make the call to create a story for v1 or to triage into v2.

There are a lot more uses than just disabling addons for safe mode.

We could have a variant of this to toggle OMTC and possibly more. 

Also we could add other changes like default preferences perhaps for Metro safe mode.
    Safe Mode has no effect on the following: 

    The status of plugins is not affected. 
    Custom preferences are not affected.
