The reload button is the blank space between between the url bar and the other buttons...

Verified that the reload button appears in the URL bar and triggers a page load when clicked.
Status: RESOLVED → VERIFIED
Went through the following "Defect" for iteration #12 without any issues. Used the following build:

http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/2013-08-15-03-02-03-mozilla-central/

- Went through the original test case in comment #0 without any issues
- Ensured that the "refresh" button appears in the Navigation App Bar once a website is finished loading (went through about 20 websites without issues)
- Pressed "Stop" while a website was being loaded and then tapped on "refresh" without any issues
- Went through the above test cases in Filled View without any issues
OS: Windows 8 Metro → Windows 8.1
