In the Modern theme, if you minimize personal and navigation toolbars, exit Mozilla, and then restart, the mini-tabs that are usually visible aren't visible anymore. Going to view show/hide personal or navigation toolbars does nothing. One fix is to change the theme, which makes the personal/nav. toolbar tabs visible and active once again.
