Description:
A user that flashes to the current build will be unable to find any networks to connect to via Wi-Fi, despite the presence of such networks.

Repro Steps:
1) Flash to Unagi Build ID: 20130614070213
2) While going through the FTU, observe the state of the "Select a network" page.
3) After completing the FTU, select Settings then Wi-Fi.
4) Observe the networks that appear as the device searches for networks.

Actual:
No networks appear for the device to connect to.

Expected:
A list of networks appears on both pages for a user to connect to.
