remove makeapi featured/etc. tags from the HTML that a user publishes (only allow tags from the makeAPI panel)

Right now we're allowing makeapi webmaker tags (Featured, etc) in the HTML to be published, but don't communicate them on to the makeAPI. It would be nicer if we can strip these "cannot be set by normal users" meta tags earlier, so they never even get stored in the initial db save.

+1 The makeAPI won't allow these tags at any time, but thimble would benefit from knowing that app tags are useless for regular users, and strip them out.
