It is needed to be able to customize the Windows Live Application Id. Particularly the Mozilla App Id must be injected if we are building Mozilla Official images for the device.

For triage: we need this in order to let OEMs provide and use their own authorization keys for Hotmail contact imports. (Similar to what we have already done for Facebook and Google auth keys.)
