Description: Offline message that displays in browser is not localized

Repro Steps:
1) Updated to Leo Build ID: 20130713070209
2) Open the Browser App with data and wifi disabled.
3) Attempt to go to a website ex: www.google.com

Actual:
Offline message that displays in browser is not localized (still in English)

Expected:
User should see offline message in the language the user's phone is set to.
