893647 - [Cost Control] Evolves Gaia 1.x and 1.1 Cost Control application into Gaia 1.2 Usage application

Cost Control application need to be evolved in order to decrease the technical debt. The goals of this bug are:

 * Support Gecko usage alarms.
 * Shrink multi-SIM management to Gecko (new feature provided by the new Network Statistics API).
 * Increase performance.
 * Decrease complexity by removing unnecessary modules.
 * Increase unit test coverage.
 * Architectural improvement.

The new application will be tracked on [1]. All PR will be made to this branch. When done, we will make a unique PR to Gaia master.

The name of the application is Usage. The branch has been rename to usage-app [1].

Would something to request here also be to add Setting controls to Applications running on the Firefox OS? ie disable or enable network access for an application or disable or enable hardware usage for specific application during inactivity?
