New network statistics API breaks Cost Control. An update is needed to restore the functionality. Meanwhile, Cost Control should be disabled (app and widget) in trunk.

We aren't disabling the app on trunk. You need to figure out a way to implement this such that it doesn't affect the mainline branch from regressing. That might mean you need to use a separate Gaia branch to prep the changes with the gecko changes on a separate branch.
