Syd asked that I open this bug so that we can get a plan going on general
turbo-mode/xpinstall problems rather than just treat them on a bug-by-bug case.
For starters, XPInstall only "spawns" the cleanup routine (xpicleanup.exe) when
the program sends a shutdown message. This message is not sent in turbo mode so
the shutdown routine in xpinstall is not called and the xpicleanup.exe is not
spawned. This "blocks" 86976 because even if xpinstall could turn off turbo mode
it would need to do so only in the case of a program shutdown which means turbo
mode is already off. See the circular problem?
Adding the target of 0.9.3 and the nsbeta1+ and nsbranch stuff (per Syd's
suggestion).

The one actual problem described here has been fixed, so I guess this is a
tracking bug? Adding the "meta" keyword. Please correct me if I'm wrong (and
add comments describing what this bug is).
