Found on 07-05-06-0.9.2 on WinMe-Ja.  Problem does not occur on 07-05-06-trunk.

Steps:
1) Download region pack such as JP Region.
2) Select the new region in View>Set Language/Region (may first need to restart
browser for new region to be visible in menu).
3) Restart browser.  Region is still set to the old region.

Note: Region can be changed in Profile Manager when creating new profile.

I just looked at the 06-28-06 branch build; I could not change locale using the
View menu in that build either.
No longer blocks: 62177
...and I just checked today's (07-06) branch build: locale switching via the
View menu is now working.  Anyone care to comment?
jon, as discussed offline, this is a consequence of Ben's June 21 checkin. The 
region/language switching was broken until June 30 on the trunk and until July 
6 in the branch. Sorry for the delay, but the checkin procedures got tighter 
around the 0.9.2 freeze and subsequent branch.

This is broken again on the branch, as of 07-10-05-branch (tested on WinMe-Ja).

Just confirmed that I cannot change to DE or JP region via the View Menu or
Prefs in 07-10-05-branch.  Could this have something to do with the fix for bug
88630?


Just checked 07-09-05-branch; I was able to change to JP region using View menu.
The discussion in bug 65241 says we should abolish the languages and web content
as well as apply theme items from view menu...
I filed bug 90304 for this issue, which would also affect this bug.
Changed summary since can't change region via prefs either.

wouldn't you comment from bug 90279 apply here as well? In another words, isn't 
this the consequence of the 07/09 checkin for bug 86807? I'm basing this claim 
on the build dates and numbers jon is referring to.
sounds like.
Using a tweak to "update" the localeVersion of the JP pack, I was able to change
region in the 07-10 branch build.  

Marking Worksforme for now; will confirm when a new JP pack is available.
